Role purpose To lead and manage a growing portfolio of partners and projects/programmes within the Kenya programme and within a strategic and policy framework agreed with the country manager and divisional head. This role will manage the programme team by providing oversight and technical input that ensures programmes staff and partners effectively design, develop, plan, budget, implement, evidence, learn and communicate the impact from interventions within the programme and provide appropriate support and capacity building for partners. (30%) To engage with internal and external donor reporting and communications. (S)he will ensure PROMISE information and documentation is upto date and that evidence-based reporting and communication products are developed through planning, drafting, proof-reading, fact-checking and cite-checking programme documents as needed. The role will review and sign off any external communication products before they are shared externally (30%) Fundraising including from institutional donors (30%). To ensure a strong link exists between our programme and advocacy and provide representation for programme and on country issues. To engage with effective fundraising, liaison and networking with donors DFID, EC, AUSAID, USAID and others networks such as the ACT Alliance Kenya Forum and the Kenya START Network intiatives/networking. Personal development through learning, training, conference, workshops, publications 10% Key outcomes Project management, thought leadership and fundraising practice in the programme is anchored in Christian Aid strategy, policies, systems, processes and guidelines. Effective people management from recruitment, development, and performance management leading to a high performing team who are meeting their objectives. Decisions on country and/or regional strategy informed by linkages between partner work, communications and fundraising within the UK and Ireland. Effective projects and programmes delivered at high quality with impact in line with agreed aims. Strong portfolio of partners able to respond and support Christian Aid’s advocacy, fundraising and communications agenda and positive working relationships with partners developed through regular communication. Role context The role works within the International Programme role family and is positioned in Kenya Country Programme management team. The role is key in leading and managing the programme teams and partners to ensure quality and excellence in projects' design, delivery and evidencing of impact within agreed frameworks. The role has the overall responsibility for programme/project delivery and quality control, donor reporting and compliance, proposal development and convening regular programme review and reflection sessions and partners consortia. The role line manages staff working on the programmes/projects directly or indirectly and is responsible for all their performance and performance management. Decision making Budgetary/savings responsibility This role is responsible for managing the whole portfolio of the grants within the country programme amounting to about over £1 million per year and ensuring through planning and oversight that partners and staff are managing resources optimally, delivering intended results and value for money. This role is responsible for donor contract and risks management across 3 all projects within the . Decision Making: Managing and leading work within the country programme partner portfolios and projects. Decisions made within project life cycle, providing technical input when required. Decisions on appropriate recruitment methods for work group and ensure work group are motivated and managed effectively. Control and monitor donor budgets in liason with the Programme Funding Officer. Develop, manage and oversee the implementation of the programme and provide strategic oversight on the programme including developing the visibility of the programme at regional level. Appraise, monitor and review partner’s programme according to CA, DFID, USAID, EU and other donor requirement. Representing Christian Aid both internally and externally Analytical skills Ability to analyse and scan the operating context and design projects that respond and fit in with the context. Ability to analyse stakeholders, power holders and the partnership portfolio and then make programming recommendations. Ability to analyse funding context and participate in decision making regarding funding calls.Ability to develop sunccinct programme review reports based on robust evidence for sharing with stakeholders or project outcomes and impact. Knowledge of development issues in the context of Kenya, of programme management tools and techniques, including financial management tools, of organisational development, of capacity building tools and techniques Substantial experience of international development programme management, including of management of back donor funded projects, and field based management Multi-sectorial knowledge and/or experience in climate change, health, governance, markets A team culture approach to work with an attitude of self-leadership, thought leadership, respect, mutual accountability, and being connected and co-creating with others.
