Job Description

Specific duties and responsibilities:

  •  Mentor and capacity build County MOH staff to improve their skills HMIS.
  • Implement the gap analysis, forecasting and distribution of CBHIS/HMIS reporting tools.
  • Implement the project Performance Management Plan (PMP) and ensure that all indicators are routinely updated
  • Participate in the planning, development, maintenance and training of M&E team and sub grantees on the project databases (and Management Information Systems-CIMS, tableau etc).
  • Conduct routine monitoring including tracking activity implementation using the activity Dashboard
  • Conduct routine data quality audits (DQA) at all project supported facilities in the county
  • Participate in quality assurance activities such as SIMS and quality of care assessments.
  • Track and ensure that project’s performance indicators data, including the training data are captured into the project’s database.
  • Contribute to the development of protocols, instruments (e.g. questionnaires, checklists, discussion guides and interview forms) for data collection, storage and analysis as may be needed.
  • Lead county teams to gather data/information; analysis, report writing, feedback and technical editing of quarterly, semi-annual and annual results.
  • Conduct data analysis and design and oversee special studies that support project management and document project performance.
  • Participate in M&E Technical Working Group for both the project and County level.
  • Ensure that the project M&E standard operating procedures are implemented.
  • Coordinate quarterly, SAPR and APR reporting processes to USG through DATIM

Required Experience

  • At least a basic degree in Biostatistics, Health records Management, Monitoring and Evaluation, Social Sciences or comparable degree.
  • Five years’ work experience in Health and Management Information Systems (HMIS), monitoring and evaluation of public health programs.
  • Proven experience working with statistical packages including SPSS and/or Epiinfo
  • Experience working with a variety of information systems and data files.
  • Knowledge of PEPFAR/USAID reporting requirements preferred.
  • Good understanding of the functioning of the national health management and information system (DHIS and CBHIS), including reporting tools and procedures
  • Ability to initiate, establish and maintain liaison activities with county based stakeholders
  • Good negotiation and leadership skills.
  • Excellent interpersonal skills, capable of directing and managing change, inspiring teamwork, and motivating staff and partners to achieve results.
  • Critical analysis and strong report writing skills required.
  • Good data management and analysis skills
  • A good understanding of PEPFAR Monitoring, Evaluation and Reporting indicators and reporting system (DATIM)
  • Good presentation skills.
